The 2008 NGO-DHB Contracting Environment publication by community mental health and addictions service sector network, Platform, is the third of its NgOIT series providing a snapshot of the contracting environment in which NGOs are operating.
The report describes the District Health Board contracting environment from the perspective of mental health and addiction community organisations and paints a disturbing picture of some poor contracting, stifling of innovation, and the erosion of the purchaser/provider split that has been fundamental to health purchasing.
