SCBF 2005/2006 recipients announced

Department of Internal Affairs, Wellington

Background

For the 2005/2006 funding round, the Significant Community Based Projects Fund (SCBPF) received 74 applications. The applications received were for a wide range of projects. They were based in every region, as well as several large nationwide projects and one in Antarctica.

Arts, culture and heritage

Over one third of the applications were for arts, cultural, or heritage projects, the majority for the restoration of heritage buildings or performing or visual arts venues.

Sports and recreation

Approximately another one third were for sports and recreation facilities/buildings, with most being local rather than regional or national.

Conservation and environment

There were also applications for conservation and environmental initiatives, such as walkways and ecological reserves.

A number of initiatives claimed tourism and economic development outcomes in addition to the outcomes listed above.

Funding numbers

The total sought by applicants was over $112 million.

The Fund has a multi-year appropriation of $32 million for distribution over four years. This was the first funding round. Applications to the Fund opened on 1 September 2005 and closed on 18 December 2005.

Funding requests received ranged from $30,000 — $7 million, with an average request of $1.5 million.

The process

An advisory group of officials from a number of government agencies with responsibility for key sectors was established to make recommendations, and provide advice on the respective merits of the applications.

The advisory group comprised officials from the Ministry of Economic Development, Ministry of Culture and Heritage, Department of Conservation, Ministry of Tourism, Sport and Recreation New Zealand and the Department of Internal Affairs.

The advisory group had access to independent expert advice to assess some aspects of applications. This was to ensure that projects recommended for funding were robust and sustainable.
