Intentions, outputs and outcomes
The Department of Internal Affairs administers and supports Community Net Aotearoa because it aims to strengthen the community sector, and so supports Governmental and Departmental Intentions. This page identifies the individual elements and how they are supported.
1. Statement of Government Intentions for an Improved Community — Government Relationship
The Statement (or SOGI), signed by the Prime Minster in December 2001, included the government's commitment:
"Strengthening the community sector New Zealand's social, cultural, environmental and economic well being requires a healthy and strong community sector. Government will work alongside community,voluntary and iwi / Maori organisations to support and strengthen the community sector."

2. Department of Internal Affairs Vision and Purpose
Vision — "Department of Internal Affairs is a recognised leader in public service — known for innovation, essential to New Zealand, and trusted to deliver."
Purpose — "The Department of Internal Affairs serves and connects citizens, communities and government to build a strong, safe nation."

Community Net Aotearoa aims to be an innovative, effective and trusted way to connect citizens, communities and government both within each group and across the groups.
3. DIA statement of intent, 2005 — 2006:
Community Net Aotearoa assists in the first of the outcomes in the DIA Statement of Intent:
"Strong, sustainable communities / hapu / iwi"

In the Statement of Intent, there are Departmental Outputs that lead to Enablers, that in turn support Outcomes.
Community Net Aotearoa supports the above Outcome by:
"facilitating communication and access to information".
The Output it primarily supports is:
- Web based services to facilitate access to information and advice
and it also supports:
- Implementing and evaluating initiatives to empower communities and build capacity
- Advice, information and brokering by community development and ethnic advisors
These help build the following Enablers:
- community / hapu / iwi identity, shared values and self-determination
- skilled leaders
- capable organisations
- strong networks and civic participation opportunities
- access to necessary resources (funding, services etc.)
- access to advice, research, information and technology
Which assist in achieving the Outcome of:
"Strong, sustainable communities / hapu / iwi"
4. Deputy Secretary of the Local Government and Community Branch
In her message on Community Net Aotearoa, Anne Carter says:
"The Branch will also continue to develop communities along three strands:
- to encourage local solutions to local problems
- to build government / voluntary sector partnerships
- to provide excellent services to citizens and customers through best use of information technology.
The Local Government and Community Branch is increasingly implementing the Internet as a tool to improve access to funding and information resources to help communities help themselves. To this end we have introduced a number of innovative projects promoting the benefits of using IT, or providing services online.

"And, of course, we administer this web site, CommunityNet Aotearoa, which aims to improve on-line access to government by community groups and citizens, and promote information sharing between groups. We believe that CommunityNet Aotearoa plays a valuable role in providing a gateway to the Internet for community groups. We will continue to maintain and enhance the website to ensure it continues to meet the needs of community organisations.
An important part of this work is proving opportunities for community organisations to be involved in governance of the website. An Advisory Group was established in October 2002 to lead website governance. Community representatives meet 3-4 times per year to help with development of the website and contribute to strategic directions.
